A published price fits one specification only. Change the shade from a natural brown to a lifted blonde, or the length from 16 to 24 inches, and the cost moves substantially. Suppliers who publish a headline price are quoting their cheapest possible build.

Lifting to a clean blonde takes more processing time and more hair is lost in the process, so the yield per kilo of raw material is lower.
Does packaging add much to the cost?
Packaging is a small share of the unit cost compared with shade, length and drawn grade, but it has its own minimum quantity from the printer, which is one reason private label starts at 10 kg.
Are prices cheaper than buying from a brand?
